From the Jersey Coast Anglers Association's May 2008 newsletter:

The USCG announced that all captains and hazardous material truck drivers plus those working in U.S. ports are required to obtain the new Transportation Worker Identification Certificate. Captains must obtain this new card by September 25, 2008. The USCG has stated that if you do not have this card by September 25 your license will be invalid until you obtain this card. Over 60 percent of those expected to apply have yet to do so. (The TWIC web site) clearly explains what is required.
