From an email from the New Jersey Division of Fish and Wildlife on 9/16:

Striped Bass Bonus Program permits were mailed to all who purchased one prior to May 1, 2015, but many were returned by the USPS.

Those permits should be resent by September 18.

Anyone who has not received a replacement permit by October 1 should call 609-748-2074 and leave a message with name and phone number where you can be reached during business hours. 

The NJDEP Division of Fish and Wildlife apologizes for any inconvenience and appreciate your patience.
