From the Jersey Coast Anglers Association's Facebook page on 5/4:

"Governor Cristie signed the striper bill today so the new law is now in effect. Anglers are now allowed to keep 1 bass from 28" to less than 43" AND 1 bass 43" or greater. The bonus program was suspended this past Friday and will not reopen until 9/1. As of that date those with a card/tag will be allowed to harvest a bass from 24" to less than 28". New cards will be issued to those who already had them this year. Only a limited number of cards will be issued and 40% of those are being reservered for charter and party boats. No new cards are being issued at this time but will become available prior to 9/1."
